A large share of the searches that land here look more like illegal telegram channels list or telegram illegal content list than like a reporting question, so it is worth saying plainly what happens on that search. Threat-intelligence vendors hold those rankings, and every one of them publishes a taxonomy with the channel names redacted, because naming a live channel distributes it. The link directories that do publish names sit outside that ranking set and mostly recycle dead invites.

One legitimate destination exists for that impulse, and Telegram documents it on its safety page: the @SearchReport bot lets users report "search terms that may be used to find illegal content in your country." It attacks the discovery path rather than a single channel, and almost no third-party guide mentions it.

Everything below is the other half of that answer. Illegal content is material a law prohibits regardless of what any platform's terms say: child sexual abuse material, terrorist propaganda, the sale of controlled drugs and weapons, non-consensual intimate imagery, fraud and stolen financial data, and copyright infringement at scale. Rule-breaking content is the wider circle drawn around it. Bulk advertising, off-topic flooding, insults and coordinated brigading all breach Telegram's Terms of Service without breaching a statute.

A wrinkle sits here that almost no guide mentions. Telegram's Terms of Service carry four prohibitions, and only two of them are scoped to public surfaces: promoting violence and posting illegal pornographic content are each written against "publicly viewable Telegram channels, bots, etc." The remaining two are unscoped, including the catch-all against activities "recognized as illegal in the majority of countries." Conduct inside a private chat can therefore breach the rules even though the takedown routes open to an outsider reach public material only. That gap between what the terms forbid and what a report can actually touch is where most of the frustration on this topic begins, and it is why the route you choose matters more than the label you attach.

That distinction changes the odds as well as the address. A statutory violation can be escalated to an authority holding powers Telegram does not have. A terms violation has exactly one adjudicator. Reports of spam and bulk messaging travel a different path from a criminal complaint, and combining the two in one submission is the fastest way to have both set aside.

Telegram illegal activity that is lawful in one country and criminal in another

Some material is legal where it is posted and criminal where it is read, and Telegram handles that case with national blocking rather than global removal. A channel selling something lawful in its home jurisdiction can still be restricted for users in a country that prohibits it, but only if the report names the country and the law being broken. Three rows mislead people more than the rest. Copyright is public-only, a hard boundary rather than a queue preference. The DSA row costs the anonymity every other row preserves. And @NoToScam is far narrower than its name suggests: Telegram's own note reads "If a scammer is pretending to be you, contact @NoToScam", so it is an impersonation desk, not a general fraud desk.

Why telegram drug channels need a police report as well

A channel advertising controlled substances breaks Telegram's rules and national law at the same time, and only one of those two produces an investigation. Telegram can remove the channel, but it cannot identify the seller, trace payments or touch a supply chain, and it will not forward your report to police on your behalf. The private-chat limit sits under copyright, not under illegal content

Nearly every third-party guide repeats one sentence from Telegram's FAQ as though it governed all reporting: "Private groups and chats on Telegram are private amongst their participants. We do not process any requests related to them." Look at where that sentence actually lives. It opens the answer to A bot or channel is infringing on my copyright. What do I do?, and it scopes the copyright route alone.

Sitting directly above it, the illegal-content answer carries no such carve-out. It describes tapping, holding or right-clicking a message on any surface and choosing Report. The third answer in that cluster, covering third-party takedown requests, uses a third scope again: Telegram commits to processing "legitimate requests to take down illegal public content (e.g., sticker sets, bots, groups and channels) within the app." Three answers, three boundaries, and the guides flatten them into one. Telegram's privacy policy settles the question from the other direction, stating that moderators may check messages reported to them by their recipients.

What follows is practical. You can report a message you can see, wherever you saw it, but you cannot ask Telegram to reach into a private space you were never part of. How do you report illegal content on Telegram, step by step?

Capture the evidence before pressing anything, because the report form takes no attachments and a deleted message cannot be re-reported.

  1. Copy the address, not just a screenshot. A public channel gives you a t.me link or an @username, which is what the email route requires and what a moderator can open. A screenshot on its own establishes nothing about where the content lives.
  2. Record the individual message link. Long-press any message in a public channel and copy its link. That pins the report to one post rather than to a channel's entire history.
  3. Pick the category that matches the law you are invoking. A generic reason attached to a criminal offence routes the case to the wrong reviewer, and reviewers do not reclassify submissions for you.
  4. File once, then wait. Repeat filings from one account add duplicates to a queue rather than weight to a decision.

Most of the cases we filed this year started as a screenshot with no link attached, and the first reply from Telegram Ban Service asked for the t.me address instead. That single missing field was the most common reason a submission could not be filed the day it arrived. How do you report illegal content under the EU Digital Services Act on Telegram?

File a notice under Article 16 of Regulation (EU) 2022/2065, which Telegram accepts through the form it links from its EU Digital Services Act page. A Telegram DSA report is a named legal instrument rather than a tap, and it does something no in-app report does: a compliant notice puts the platform on actual knowledge of the content, which is what removes its liability shield if it then does nothing.

The regulation text lists four elements a notice must carry, and missing any one of them is why most fail:

  1. A sufficiently substantiated explanation of why you allege the material is illegal.
  2. A clear indication of its exact electronic location, such as the exact URL.
  3. Your name and email address, except where the notice concerns child sexual abuse offences, which may be filed without naming yourself.
  4. A statement confirming your good-faith belief that the notice is accurate and complete.

Element one is where notices die. A substantiated explanation names the law and connects it to the specific post; asserting that something is obviously criminal is not an explanation. Telegram reserves the right to act against weak filings, warning that it may dismiss a report where "the information provided by you is insufficient to support it" and may suspend processing for anyone who "repeatedly submits manifestly unfounded, fraudulent or misleading reports." One practical caveat is worth knowing before you plan around it: from outside the EU that reporting form redirected to Telegram's homepage when Telegram Ban Service tested it on 9 September 2026, so it appears to be served to EU users only.

Scope matters too. Telegram states that as of August 2026 its services had significantly fewer than 45 million average monthly active recipients in the EU, keeping it off the Commission's designated list of very large online platforms and outside the heavier auditing duties that designation brings. Notice-and-action still applies. If a decision goes against you, Article 20 keeps Telegram's internal complaint system open to you for at least six months, and the Digital Services Coordinator in your own Member State is the escalation above that. Telegram piracy channels answer to a different address entirely

Copyright complaints go to [email protected] and nowhere else, and they bite only on public surfaces. For rights-holders that is the most consequential fork on this page, because a piracy notice filed through the general abuse route lands in a queue that was never scoped to handle it.

Scale is measured now rather than guessed at. Researchers at Louisiana State University and the University of Texas at Arlington examined 1,057 channels and roughly 209,000 posts between December 2023 and January 2026, identifying 19,033 pirated titles that drew 4.85 billion post views, as TorrentFreak reported on 16 August 2026. Their scanning tool flagged 802 piracy channels; 524 of those plus 71 bots were removed across 61 days.

Read that last figure carefully, because it is the most honest benchmark available anywhere. Evidence-led reporting worked on roughly two thirds of flagged channels, and it took two months. Is a Telegram phishing bot the same thing as a Telegram phishing link?

No, and the two phrases point in opposite directions. A telegram phishing bot, in the sense security researchers use the term, is infrastructure: a Bot API endpoint that a phishing kit uses to deliver stolen credentials back to whoever deployed it. A victim never sees it. A telegram phishing link is what the victim does see, arriving in a chat and pointing at a fake login page or a fraudulent airdrop.

Reporting them differs accordingly. The link and the account that sent it are both reportable from the message itself. The exfiltration bot is harder, because you usually learn of it from an incident report rather than from a chat you were in; once you hold its @username, the in-app route and [email protected] both accept it.

Illegal telegram bots and the links they push

Illegal telegram bots more generally are reported the same way any account is. What they are not is a matter for @BotSupport, which exists for developers asking about bots they own. Illegal telegram video cases should start with a hotline, not with Telegram

Where the material involves a child, report it to a specialist hotline before or alongside the in-app report. In the United States that is the NCMEC CyberTipline; the Internet Watch Foundation, Stichting Offlimits and the Canadian Centre for Child Protection cover the UK, the Netherlands and Canada. This is not a detour. Telegram names all four on its safety page as reporting partners whose submissions it acts on, and runs [email protected] as a dedicated address for that category.

Published figures show why the hotline route carries weight. Across July to December 2025, Stichting Offlimits accounted for 13,839 reports actioned, against 1,091 from NCMEC, 1,028 from the Canadian Centre for Child Protection and 1,007 from the Internet Watch Foundation. Organisational reports are counted and published; an individual's is not, which is why filing through a hotline leaves a paper trail that a tap in the app never produces.

Because the subreddits where that conversation would happen ban invite-link sharing outright, so the threads are removed faster than they are indexed. What happens after you report illegal content on Telegram?

A moderator reviews the submission and decides, with no ticket number, no status page and no published response time. Telegram's DSA page lists what a decision can produce: suspending part of an account's functionality, applying a FAKE or SCAM label to a public profile, or blocking and deleting users, bots, posts, channels and groups outright.

Volume is published even though individual outcomes are not. Telegram's safety page showed 25,108,422 groups and channels blocked during 2026 when Telegram Ban Service checked it on 9 September 2026, including 397,427 for child sexual abuse material and 174,417 terrorist communities. That counter resets each January, so any figure quoted without a date is worthless. Check Point Research put the 2025 total at more than 43.5 million channels and groups in its March 2026 analysis, while noting that channels disappear and their communities reform quickly.

None of that volume is driven by report counts, and that is the misconception worth dropping first.
